NCAA SELF-STUDY CERTIFICATION

MINUTES OF THE STEERING COMMITTEE

MARCH 18, 2003, 1:00 P.M.

Present:          Tracy Huth, Spencer Hynes, Karen Kukuk, William Macauley, Glenn McIntosh, Jack Mehl, Henry Mittelstaedt, Denise McGee, Ed Nolan, Michelle Piskulich, Steve Shablin, Gloria Sosa, Geoff Upward, George Preisinger, Ann Ruppenthal, Mohamed Zohdy, Victor Zambardi, Jane Bentham

Geoff Upward distributed a proposal to produce a cable television Panel Discussion -Open Forum, to present the Committee’s preliminary conclusions and to facilitate dialog with the University’s various constituencies.  The panel would consist of the subcommittee chairs, and Henry Mittelstaedt would moderate the discussion.  The Committee accepted the proposal and agreed that a cable television program would be produced after the subcommittees have completed their respective draft reports.  It was also agreed that various Committee members would present those same preliminary conclusions to the University Senate subcommittees and to the Student Congress.  The final report will be presented to students, faculty and staff in a Town Hall Meeting format during Welcome Back Week in the fall.  The Committee will encourage comments, questions and feedback in all of the foregoing forums.

Geoff Upward reported that the Committee’s website is recording visits, but only one very positive comment has been received.

The Committee then discussed whether it would be beneficial to send a Committee member to the NCAA Regional Seminar in Chicago.  The Committee determined there would be no value added to the Committee since the seminar is limited to technical compliance issues.  It was also noted that the University routinely sends non-athletic department personnel (e.g., Financial Aid, Registrar, etc.) to NCAA seminars in addition to athletic department personnel, all of whom are represented on the Committee and its subcommittees.

A question was posed whether each subcommittee should be preparing student-athlete case studies to test conclusions.  The Committee agreed that case studies were not required by the NCAA in connection with the self-study certification process, but that to assist the peer reviewers, the Athletics Department will prepare case studies of student-athletes in the following categories: international students, four year FITIAC students, two year transfer students, four year transfer students, and secondary violations.  The case studies will be maintained in the Resource Room of the NCAA Self-Study Certification Office.

Michelle Piskulich, Chair of the Academic Integrity Subcommittee, reported that she is in the process of writing her subcommittee’s draft report and should have the draft report completed in the next few weeks.

Ed Nolan, Chair of the Fiscal Integrity Subcommittee, reported that he is in the process of writing his subcommittee’s second draft report that will be reviewed by the subcommittee later in the week.

Bill Macauley, Chair of the Compliance Subcommittee, reported that he is awaiting a draft report from only one sub-subcommittee, and upon receipt, he will begin writing his subcommittee’s draft report.

Glenn McIntosh, Chair of the Equity and Welfare Subcommittee, reported that his subcommittee is very close to preparing a draft report. 

Jack Mehl, on behalf of Virinder Moudgil the Chair of the Governance Subcommittee, reported that the subcommittee’s draft report is almost complete, and that he is in the process of supplying information necessary to complete the draft report.

No further matters came before the Committee and the meeting was adjourned.
